The U.S. Commerce Department has determined that Canadian exports of uncoated groundwood paper had received subsidies at a rate of up to 9.9%. That’s a small part of a broader case that has been delayed to March 7, possibly to avoid conflicting with the forthcoming NAFTA talks. Panjiva data shows imports had already been in long-term decline, with a 14% drop in total imports in November capping a run of reductions since April (the case was petitioned in August).
