The European Commission has terminated an investigation of potential circumvention of tariffs by Chinese manufacturers of hand trucks after finding shipment from Vietnam did not contain the required level of Chinese parts. Vietnam only accounted for 1% of Chinese exports of completed trucks and parts, while meanwhile Chinese exports directly to the EU climbed 20% higher in 2017 vs. 2016. It may be U.S. authorities that bring the next case, shipments from China to the U.S. climbed 34% in 2017 and reached the highest since at least 2013 in December.
