India’s Central Board of Excise and Customs will apply duties on Chinese exports of steel wire rod, applied retrospectively to November 2016. The case has been largely successful. Indian imports in the year to July 31 dropped 47% on a year earlier despite a rebound in the past quarter that suggested exporters may have expected modest duties. The case won’t be a big deal for Chinese steelmakers including Angang as India only represented 2% of exports in the past year, down from a peak of 7%.
