The U.S. ITC will apply duties on Spanish exports of carbon-steel flanges after deciding the U.S. industry was materially harmed. That parallels a case against Indian exports, and comes in the context of 16 other steel cases and the “section 232” review. Panjiva data shows total U.S. imports fell 67% from their peak in 2015 in the first quarter, while Spanish imports fell 64%. However, import prices – a potential proxy for domestic sales – increased 15% on a year earlier. Petitioners including Boltex and Welbend may have been protected, but their customers’ costs may have risen.
