Tariffs Fail to Brake Seamless Steel Pipe Imports, New Case Needed

The U.S. ITC has retained tariffs on exports of seamless, carbon steel pipes from Japan and Romania for a third, five year period. That’s not a surprise – only one duty order has been revoked this year. Panjiva data also shows that while imports from the two countries have fallen by an annualized 14% rate over the past five years they still represent 17% of the total. Importantly, total imports climbed 61% in the past quarter on a year earlier, including an 84% jump in shipments from Romania. That would suggest exporters expected a revocation.
