The U.S. has filed a WTO complaint about 10 Russian state-procurement policies that form a “made in Russia” strategy for both goods and services. U.S. exports to Russia have fallen 40% in the 12 months to November 30 vs. three years before despite a recent recovery. That may partly reflect post-Crimea sanctions. Imports fell 27%, due in part to a 46% slide in oil shipments from Russia.
