The U.S. Commerce Department has found Canadian groundwood paper exports (used in the newspaper industry) were dumped at rates of up to 22%. The case comes alongside the continuing spat over softwood lumber exports from Canada to the U.S. in complicating NAFTA talks, and a final decision is not due until August. Canadian exports of groundwood paper have barely shifted, with a 1% decline in the three months to January 31 sequentially. That’s partly been due to Canadian producers squeezing out Europeans, with total imports down 7% over the same period.
