The U.S. ITA has made a preliminary determination that there was dumping of aluminum foil by Chinese manufacturers and set rates of up to 162%. The case had previously been delayed, while a subsidization element is still under review. The Chinese government has indicated the U.S. has ignored WTO rules requiring it to be treated as a market economy, suggesting appeals in the case could run well into 2018.
