The U.S. Department of Commerce has launched circumvention investigations of corrosion resistant and cold-rolled steel from Vietnam at the behest of ArcelorMittal and U.S. Steel among others. They allege that substrate shipped from South Korea has been used to avoid duties against South Korea and Taiwan via minimal transformation in Vietnam. The timing may appear curious given the relevant duties, and initial shipments from Vietnam, date to 2015.
