The EU and Japan have complained to the OECD’s shipbuilding working party about South Korean support for Daewoo Shipbuilding. That follows a restructuring of Daewoo Shipbuilding’s debt with the national pension fund. While they cite violations of WTO rules, the complaint is the same as those made in 2015 and 2016 and has yet to lead to a formal dispute. The complaint is not a surprise – the recent Tankan survey showed Japanese shipbuilders’ export expectations were at their lowest since June 2013. China’s shipbuilders might join a WTO complaint given their orders hit a new low in March.<...
