House Speaker Ryan has indicated that Congressional approval for a renewed NAFTA will need to address dairy market access to Canada. With a May 17 “deadline” for talks to yield a document that can be approved this year, Ryan’s demands represent yet another hurdle that may be difficult to surmount.
