The U.S. ITA has delayed a decision in its subsidy investigation of Canadian groundwood paper exports to January 8 from November 2. While cited as being due to requiring time to assess various subsidies, it also moves a decision to later in the NAFTA negotiations. These are not going well, with other Canadian forestry exports including softwood lumber proving controversial. The delay will likely mean Canadian exports to the U.S. increase. In August alone they increased 12% sequentially while average import values fell 1%.
