The U.S. Commerce Department has determined that Chinese hardwood plywood products have been dumped at below fair value. A final decision is due in August, but the case including duties won’t be completed until next January. Total U.S. imports of the products covered increased 29% in April on a year earlier, with Chinese exports to the U.S. rising 22%. That is unusual as the launch of a case is normally enough to deter sellers. There is some sign of the 10 month streak of growth ending, with seaborne shipments down 4% in May.
