U.S. Commerce Secretary Ross’s trip to China included a call for “very good deliverables” when President Trump visits in November, with a view to “rebalance international trade”. That could take the form of increased exports of high-tech goods including semiconductors, which would also meet the aims of the Chinese government. However, the U.S. “section 301” review of China’s intellectual property practices may prove a stumbling block.
