Russian steelmaker Severstal has lost its Court of International Trade appeal against U.S. section 232 duties on steel. That’s not a surprise given the 25% duties were the result of a legal review that had run since April 2017. The CIT’s decision won’t shift the Russian government from its preparations of retaliatory measures though. Severstal’s exports to the U.S. increased 55% in the first quarter on a year earlier led by flat-rolled alloy and non-alloy products (63.2% of the total in the past year).
