Forthcoming Congressional legislation regarding U.S. trade sanctions against Iran, Russia and North Korea may cause an upset with the EU. The bill, which would limit the President’s ability to unilaterally add or remove sanctions without Congressional consultation, is aimed in part at Russia’s annexation of Crimea and alleged intervention in last year’s elections.
