Delays in U.S. trade case decisions, at the behest of petitioners, are becoming increasingly common. In the two most recent examples, in aluminum foil and silicon metal, that may be in hope of a harsher outcome for exporters resulting from the current section 232 reviews of the aluminum and steel industries.
