The U.S. Department of Commerce has ruled against Chinese exports of cut-to-length steel plate and applied anti-dumping and countervailing duties of 68% and 251%. These are subject to final approval from the ITC. This is part of a larger case involving 11 other countries. While Chinese exports of the products concerned to the U.S. dropped 95% in November, increased shipments from South Korea meant total imports only fell 14%. The incoming Commerce Secretary, Wilbur Ross, discussed taking a stricter approach in steel and aluminum cases in his confirmation hearing.
