The U.S. ITC has determined in its section 201 review of crystalline PV solar cell imports that shipments increased in a way to cause “serious injury” to domestic industry. Final recommendations to President Trump are due by November 13. That the ITC reached that conclusion is not a surprise – average import values per cell dropped 80% in January from their October 2015 peak. They have recovered since, and are 48% lower than a year earlier in the past quarter.
