The European Commission will investigate whether to continue tariffs on Russian and Ukrainian exports of seamless steel pipes after finding evidence of low pricing that may damage EU industry. The EC is having to continually fight imports of seamless pipes. Chinese producers, for example, have seen an 8% drop in exports, including a 21% drop in shipments to the EU that has forced them to find other customers. Circumvention has also been an issue, with the EC accusing Chinese manufacturers of trans-shipping via India. That practice appears to have ended now, however.
