Container handling through Norfolk and its sister Virginia ports reached a record 270.5k TEUs in October after rising 1.9% on a year earlier. Yet, that was helped by empty container shipments following the prior months storms, with underlying traffic actually having fallen by 0.7% on a year earlier.
