The outline of China’s 14th Five Year Plan (FYP14) has emerged with 12 key elements from the recent 5th Plenum of the CPCC and a related speech by President Xi Jinping. The plan will include “the construction of scientific and technological power” including “major breakthroughs in core technologies” and will be based on the “dual circulation” principle of relying on domestic as well as export demand to grow the economy.
