The Chinese government plans to crack-down on illegal exports of rare earth materials (used in high-power magnets and electronics). This follows the end of export quotas in May 2015. Since then though officially recorded exports have actually fallen. Panjiva data shows a 22% drop in October on a year earlier, while the 12 month total to October 31 was 3% lower. Japan and the U.S. have borne the brunt of the cuts from exporters including Grirem Advanced Materials and Baotou Steel.
