U.S. Trade Representative Robert Lighthizer has outlined a range of recommendations for reform of the World Trade Organization. One proposal, which appears to run contrary to Trump administration policy, calls for a global standardization of baseline tariffs under the Most Favored Nation rule. That could lead to significant reductions in U.S. tariffs applied to tobacco products and apparel.
